Make setting of sec-Reference configurable when moving synonyms.

Description

Currently the sec ref is automatically taken from the new accepted taxon when moving (or adding) a synonym. This is not always wanted.
It should be configurable, if the new sec ref should be

1a. always empty
1b. always empty, but if the old synonyms sec and the new accepted taxons sec is the same, keep the old (and new) sec

  1. always taken from the old synonym sec ref (sec ref should not change)
  2. always taken from the new accepted taxon
  3. or if always a dialog should appear which allows the user to choose from one of the above solutions or to choose from anyother reference (via reference selection dialog)

This in future may be part of general workflow support taxon manipulation workflows like splitting or combining taxa, moving taxa, moving synonyms, etc.

1 open issue to discuss is how to handle homotypic groups as usually moving synonyms means to move a homotypic group not only a single synonym. In certain cases it might be wanted that synonyms of these groups may have different sec-refs and therefore the correct handling may need to be decided for each single synonym.

ich bin auf ein Problem gestoßen, das vermutlich für verschiedene Use-Cases verschieden gehandhabt werden muss.
Wenn man eine taxonomische Gruppe an Hand einer vollständigen Bearbeitung eingibt, ist es natürlich sinnvoll, dass zu einem Taxon verschobene Synonyme gleich die syn-sec-ref des Zieltaxons bekommen.
Wenn man aber – wie wir im Fall der Caryophylles – in einem bereits recht komplexen workflow Daten aus verschiedenen Quellen zusammenzieht, kann das zu sehr unangenehmen Fehlern führen. Z.B. füge ich ja derzeit massiv Namen und Synonymzuordungen aus der WCVP hinzu. Wenn ich da mal vergesse, in das Zieltaxon zu gehen und die Syn-Sec für das gerade dahin gestellte Synonym zu änderen, wird das fälschlich einen Autor zugeschrieben. Das passiert einfach hin und wieder und bedeutet, das man die bereits durchgesehenen Treatments nochmal durchsehen muss, um das zu korrigieren. Wenn die nicht aus der Literatur, sondern von einem anderen Editor gemacht wurden, merkt man das noch nicht einmal (und ein Vertrauensverlust die Folge sein).
Ich würde es – zumindest in meinem Fall - vorziehen, wenn die Sec.-Referenz dann immer weggelassen wird (default), als (spätere) Konfigurationsmöglichkeiten könnte man das (lokal) ändern: Mit der jetzigen Lösung (annehmen der Ref. des Zieltaxons) oder auch – im Falle von Synonymverschiebungen – mit der sec.-Ref. des Synonyms.
