DwC-A meta.xml file csv file references invalid

Description
exported DwC-A contains a meta.xml which references the csv file as *.txt files whereas the csv file are having a double extension: *.txt.csv
Validating the archive with the gbif dwca-validator thus fails.
This export is needed for phycobank to deliver taxon name backbone data to gbif

the aditional file ending was added while writing the file. this is fixed now.
