Allow editing maxStates and evaluate in StateData Views

Description
.. in taxeditor. Use Label "max states". Show only if supportsCategoricalData is selected.
And implement in DetailsView (and matrix, but there it is not urgen as probably irrelevant) that not more then the given number of states can be added to categorical data.
Split ticket if necessary.

The later is a misunderstanding. You limited the number of recommended/supported state lists. What is meant in the ticket is the number of states you can enter per categorical data.
So the following should be limited:
- Status changed from Feedback to Resolved
- Assignee changed from Katja Luther to Andreas Müller

It works as expected now. The only issue is that it works only after restart. If this is easy to fix please fix, otherwise it is not very important as this is done very rarely. The same counts for #10331

We can close this ticket and create a new one for the restart issue.
