Term lists in term manager should be positiv lists

Description
Actually the termlists in term manager are negativ lists but for most of the terms we have long lists of terms we do not use.
- Priority changed from New to Priority14
- Target version changed from Release 5.6 to Release 5.7
Doesn't this belong much to the focus of our current milestone (terms, preferences, typification). So maybe we can keep it in 5.6. But only if it is not tooo much work. Otherwise 5.7 is ok.
- Target version changed from Release 5.7 to Reviewed Next Major Release
- Priority changed from Priority14 to Highest
- Status changed from New to Rejected
the term list are already positiv lists.
