Description

Currently it looks like (context) menus are sometimes created after filling related views when switching the focus in TaxEditor.

(Context) Menus should always be filled and (if possible) be functional before related views form and content is computed (copied from #10331#note-10).

Also setting the focus in a way that related views are loaded should be avoided if only a context menu is requested (e.g. via mouse right click).
