Curator see/has access to registrations, prepared by 3rd parties, marked as "preparation": bug.

I cant't see why this is an issue. From my understanding curators can always see all registrations

For my understanding the curator is only allowed to see registrations, released by any submitter by selecting "curation". This might be an issue, if competing scientists are working with PhycoBank?!
