editing of registrations is centered around the publication which may contain multiple nomenclatural acts. All registrations of acts which belong to the same publication and which have been submitted by the same user form a working set RegistrationWorkingSet.

Starting a new registration therefore should require the user to choose an existing or create a new Reference as the base for the working set. Once this first step is completed the user should be land at the RegistrationWorkingsetView where the process of creating the actual registrations can begin.
