The following diagram illustrates different situations of in-references regarding nomenclatural acts.
The *Article* which is an in-reference of the Journal is the base for the *registration workingset*
The nomenclatural act for name 1 + Holotype has the Article as nomenclatural reference, but nomenclatural references can also
be placed into sections which have the Article as in-reference. It is especially necessary if the authorship for the name differs from the Article.

Consequently the following change need to be applied:
* `RegistrationWorkingSet` class must use the in-reference as base citation in case a *Section* is used as nomenclatural reference.
* Using the CombinationAuthorship is discouraged, this field only should be shown in the TaxonNameEditor if it contains data. Otherwise it is required for the registration ui that the authors enter the nomenclatural reference.
* The above also accounts for BasionymAuthorship
* The TaxonNameEditor needs to offer the option to add a section as nomenclatural reference which has the base citation of the registration workingset as in-reference
