adapting dataportal to changes made in r21320

updating reference list of the idInVocabulary values of absence and presence terms

experimental feature to allow setting a custom statuscolor map - #4268 (allow defining custom presence and absence term colors for EditGeoServiceUtilities)

maps are now exclusively using the rest_gen.php endpoint. all usages of areas.php and point.php are removes
