Fixed #3208 links in "Debug Messages" box to heavily URL encoded and truncated

Fixed #3205 problems in OpenLayers Base Layers Settings.

Drupal frontend module for the csv export service. Works fine for the redlist portal on localhost. Has to be tested on production site.
