It should be possible via File - New - Taxon. Currently it is only possible via taxon bulk editor which uses a simplified 1-line form. We should try to unify the form and use the more complex form for the bulk editor, too, once it allows adding taxa without classifications. We may not want to allow to create taxa via the taxon navigator right click menu (which currently still exists even if no classification/node) is chosen: #4780 see also #4426
