the `TypeDesignationSetManager` has been moved (#7348, commit:6e858cb7) to cdmlib but the according test still resides in cdm-vaadin
TODO:
* move the test and test resources to cdmlib
* rename the test class to TypeDesignationSetManagerTest so that it is executed by surefire
