They should both be put to the end (first unplaced then excluded) (maybe this exists already) and should be visualized with an according icon.
Alternatively we could group them under virtual tree nodes labeled "excluded" and "unplaced". This is how excluded and unplaced ("incertis sedis") were handled as long as the flag did not yet exist.

Also this ticket might be related to a ticket (exists?) which discusses if we should handle TaxonNode instead of Taxon in Name Editor.
