distinguish SocketTimeoutException from ConnectException

Description

SocketTimeoutExceptions which are caused by bad network quality between client and server should be distinguished from other connection problems, so it would be easier identifying these situations.

The LoginDialog should present an specific message for SocketTimeoutExceptions
