Description
The UpdatableRoutingDataSource has not been used for years and will never be reactivated since this concept would cause problems with shared resources like terms etc.
Instead we would rather use the multitenancy capability of hibernate.
the DataSourceBeanLoader used by the UpdatableRoutingDataSource uses the ConfigFileUtil in a statically way which is no longer possible if #8505 is solved.
