openMake nom.status and rank lists a CdmPreference

Description
Currently it is only possible to define available nomenclatural status and rank in the local preferences and there it is handled as a flat list.
Instead we should allow it also as a server side preference. Additionally it should be possible when selecting the preference to see to which vocabulary it belongs to e.g. to easily distinguish botanical and zoological terms. In general the tree structure of the terms should be shown in the preference selection UI similar to the area selection dialog.

Also the prefs seem to work only after restarting TaxEditor. Maybe this is the main reason for the above mentioned issues.

If I open a name which has a rank that is not available in the rank list, the rank is added to the list of available ranks. This is non-intuitive behavior. Ofcourse the old rank should be shown but the select list should not have it. This is even more problematic as the rank stays added to the list and even for other names which do not use the rank initially it is available then.
Maybe it is the same for nom. status. I did not check. Please check.
