NameTypePopupEditor: genus selectable as the name type for higher ranks

Description
If typified name rank higher than genus, allow genus to be selected as the name type.
[currently only species are selectable]

I have no problems selecting a genus as type name for a family:
Also from looking into the code I can't see that there is a rank dependent filter applied.
Can you please give an example of where you are having problems?
