Divide local preferences to db dependend local preferences

Description

the local preferences are set for a taxEditor instance which is critical if the different cdm instances have different preferences.
We need to make them cdm instance dependent.

The local preferences are stored with the instance name now. The setting of default values are moved to contextStart in LifeCycleManager because now the cdm instance is needed to set the default values.

is the resolved or are there open issues?

Maybe we need to clearly define somewhere which preferences are DB dependend and which are DB independend. If the later exists they should be editable even without DB connection (currently the preferences are disabled without DB connection).

An example for a DB independent pref could be the application language (en/de).

This is mostly fixed, but it is not possible to edit the DB independent preference without DB connection. I would close this ticket and create a new one for this issue.
