[DISCUSS] E+M: Language-Area Mapping

Description

E+M in BM allows a mapping for all languages to the available area (or the other way round - need to check in BM editor). This information is stored in emLanguageRegion.

This makes it easier to prefilter areas for a chosen language (or the other way round).

Something similar might be good to have in CDM, too.
Question is, if it should be part of the language or area vocabularies or if it should be a user defined relationship between both as often only very specific relationships are needed and so we can keep the data small.

Maybe it is an overload. In TaxEditor it can be handled by showing those areas that have been used already for the given language on top.

Then, this becomes a TaxEditor ticket
