move TypeDesignationSetManagerIT to cdmlib

Description
the TypeDesignationSetManager has been moved (#7348, 6e858cb7) to cdmlib but the according test still resides in cdm-vaadin
TODO:
- move the test and test resources to cdmlib
- rename the test class to TypeDesignationSetManagerTest so that it is executed by surefire
