Make formatting of authors configurable per instance

Description

Formatting of author names is not defined in terms of spaces between firstname abbreviation and lastname.
The taxon name parser currently allows to remove such spaces but this needs to be configured.

Usually such rules are defined by the project (e.g. Cichorieae and Euro+Med do not remove the space while caryo_spp does, following the IPNI style). The rule should be used database wide also to avoid author duplicates.

Maybe there are further such configurations for formatting authors.

Making the formatting configurable may include an entry in CdmPreferences which handles the loading of the NonViralNameparser (maybe as a singleton if not yet done). Also the PersonDefaultCacheStrategy is configurable in terms of the "initials separator" but I havn't checked yet how far this is used at all.

Also imports need to be adaptable but with default to the project preference if exists.

This is partly a cdmlib and partly a TaxEditor ticket.
