Separate characters/features supportedXXX data on for usage for specimen and taxa

Severity:

Description
We may want separate characters/features in terms of supportedXXX on specimen and taxon level as the type of data observed/available might be different and also aggregation algorithms may need different input/output.
For example, for specimens we only allow min and max values but on taxon level we also want "mean", "upper/lower boundary (95% interval)". In the current CDM these features/characters are the same for specimens and taxa
