Drag and drop does not update term hierarchy in the UI

Description

In the data base everything works fine and if you reconnect and re-open the term editor the changes are reflected.

Steps to reproduce:

With the given term hierarchy

Voc
  -A
   -A1
   -A2
  -B

Scenario 1:
Drag A2 to A1. A2 will be shown twice.

Scenario 2:
Drag A1/A2 to B. A1/A2 will be shown twice

Scenario 3 (working)
Drag B to A or A1/A2

It seems like it does not work if the old parent is a term and not a vocabulary
