openCreate vocabulary for former countries

Description
There is ISO 3166-3 which handles countries that do not longer exist. http://de.wikipedia.org/wiki/ISO_3166-3 / https://en.wikipedia.org/wiki/ISO_3166-3
We need to move "Serbia & Montenegro" and "Netherlands Antilles AN" from the ISO 3166-3 vocabulary to the new vocabulary.
We also need to discuss how to handle the 4-letter code in former countries. Should it be available through the country class or is idInVocabulary enough? Probably this is enough, we can still have according service layer methods.
We may also need a valid from ... to field for these terms.
