Copied from #9070
Preferences for features are now based on "available for". However, there is no "occurrence features" page yet. This should be implemented.
Also we should rename "Features" to "Taxon features".
Also check, if the behavior is correctly implemented. Are only occurrence features available for occurrence facts? And is the flag correctly set for characters created in the Character Editor?
