Blocker (1, role user): not able to create a new reference
Title: Create new reference denied
Background: to register a novelty, an external user must be able to create a new reference.
Open: Should a user be able to create a new book/journal?
Yes: many journals/books are not in PhycoBank
No: Duplicates could be created
Open: Should a user be able to create a new nomenclature author/author-team?
Yes: many authors/teams are not in PhycoBank
