fixing concurrent modification problems in CdmMassIndexer and ManagementController

Now setting classificationName from config file. Added temporary fix for Scratchpads import to use TermUri.DWC_NAME_PUBLISHED_IN_ID. This may not be the correct use of this term, but need to discuss this with NHM. Check for meta.xml in sub-directory for Scratchpads dwca.zip files.
